Let’s start with search intent…

That said, a great way to get started with this approach is to use the icing on the cake technique :

Doing this won’t lead to higher-value links than leaving spammy blog comments because they’re still nofollowed. However, people are more likely to read a valuable and helpful comment and click through to your website. That doesn’t lead to direct SEO benefits, but people might share your content and end up linking to you—so it can lead to indirect SEO benefits.

Following the rules also increases your chances of being included in special search result features and enhancements.

Keyword stuffing is the practice of repeating the same keywords (or similar phrases) in your content to manipulate rankings.

This is a very specific and rare and scientific black hat SEO technique that deals with the core algorithms of Google, and it’s very unlikely in my experience that Google will ever find out about it. And even if it does, I highly doubt that it will be able to determine if you have been using this technique or not.

I have been using black hat techniques on different experimental sites for quite some time. None of these sites were actually of any importance, and none of them belong to clients. Call it a hobby or just curiosity.

Breaking Google Laws is not considered illegal, because Google is not the government and thus cannot tell you what you can or can’t do on your website.
