A minisite , sometimes referred to as a microsite , is a small website that offers information on a company’s specific product or service.
Google and other search engines consider it unethical to register multiple exact match domains for various minisites purely to direct traffic to a parent site.
Minisites have their place, as long as they add real value. They’re often best suited for known brands with established websites, not as a primary search engine optimization strategy.

Minisites consist of one to several pages, and can be valuable in driving traffic to a parent website. A minisite should not be created solely to funnel traffic; instead, it should offer focused content that justifies its existence as a separate website.

Arguments Against Minisites.
Mini / Micro sites are small sites built specifically for a purpose. There are various purposes you can think of for mini sites. There are many legitimate reasons which one can list. Say for example you want to run a Pay Per click campaign with Google Adwords or Yahoo search marketing and you target a specific niche and your current site targets a broader audience, then you might want to build a micro site that can serve your PPC purpose. Similarly you are selling a book and want a site specifically for that book then you have to setup a four page website and promote it, even here it is a valid reason. But there are reasons that are against the search engine guidelines and don’t serve real value to visitors. There are many SEO companies out there that just build up websites for the primary purpose of cross linking them and making them as backlink to their client sites.
Most of these sites are what we call cookie cutter sites. They don’t add any value to visitors they are primarily existing for the purpose of cross linking and backlinks. It’s not just the SEO Company who does this; even webmasters who get bad advice also tend to resort to such tactics. Every day 100s and 1000s of micro sites are created for SEO purpose. They just add to the already available junk in the search engines. Search engines need to constantly update their algorithm to tackle this type of cross linking of mini and micro sites. Having many sites is not a problem but they should be legitimate and unique websites. Running websites for the sole purpose of spamming the search engines is typical search engine manipulation.
Creating micro/mini sites is a bad idea due to many reasons. It becomes a search engine manipulation tactic and thereby your site loses site engagement and target audience. It may also be confusing for audience as well as search engines.
